Allow Apps to Request to Track greyed out

I'm trying to used the option in setting> privacy&security> allow apps request to track but the option is greyed out and says this setting cannot be changed because your Apple ID does not meet minimum age requirements. (I'm 18 years old and the date of birth is correctly input)
