Why are photos deleted in photos app still showing up in other apps that use photos, like email? (ios)

I've deleted photos in the ios photos app. Then I've done the permanent deletion using the photos app utilities. I can't see them when looking at my gallery or when looking at the deleted photos area. However, when using other ios apps that access my photos gallery, I can still see the previously deleted photos. Yet they do not appear when viewing my gallery in the photos app. How can I resolve this?
