How did I reach the initial Apple support image screen back in January?


How did I reach the screen above when I contacted Apple support back in January 2024? I recall using my iPhone to open Safari and navigate to the contact support page https://getsupport.apple.com/products. Once there, I selected Taiwan as the country in the bottom right-hand corner, then clicked on "Apple ID," followed by "Disabled Apple ID," and finally, clicked on the "The Apple ID is not active" alert. At the bottom, I ensured that my language was set to English (as shown in the image below) and clicked "continue."



Now, while attempting on my iPad (with the iPhone yielding the same outcome), I've reached the subsequent screen.







What's the reason for this? So how did I reach the initial image screen back in January?
