Way to limit users to "Restart Only" from Apple Menu?

Managing a large number of Mac Computers in an educational setting. These are Mac Mini computers (current OS is Ventura) run from locations where end users do not have physical access to them. The problem is that users are still turning the computers "OFF" from the Apple Menu. Since Apple computers don't really support "WOL" that means someone has to go to the site and physically turn the machine back "ON". This isn't sustainable and makes Macs less attractive as a computing option moving forward. Thus, I'm looking for an option where a "generic user account" has their abilities limited to only being able to "Restart" from the Apple menu.

In the meantime you might create a Desktop picture/wallpaper with a reminder that tells the user to Log Out instead of shutting down, i.e.



You could create a special wallpaper unique to your school with the school's logo and the message. You can put it in a folder somewhere in the user account and add that folder to the System/Wallpaper settings pane.


Putting the Note under the  menu might be a better place for it.
