Factory Reset on 2013 MacAir. Can't accept T's & C's

Completed factory reset and re-installed the OS (Catalina). Once finished I signed in with my Apple ID. Now at the Terms & Conditions window and the "agree" option is not highlighted, only the "back" option.

I have tried the "back" button (twice) and re inputted my Apple ID but still no luck. Can anyone assist.?

Unfortunately is has been an issue for a couple years now. Go back, but do not sign into your AppleID. You should now be able to agree to the T&C. After you log into your macOS user account, then you can sign into your AppleID.

There are many reports of similar if not identical difficulties. One non-obvious solution is to scroll all the way to the end of that document, preserving the illusion that you actually read its many pages. The Agree option should then be selectable.

If that doesn't help, I have heard anecdotal reports that you can sign in to your Apple ID Account on another device, and agree to them on that device. After that you should not be required to "accept" them on your other device or devices signed in to that Apple ID.

HWTech's solution has also been known to work.
