iCloud Drive is not downloading my offloaded files

ICloud drive has offloaded my document files in ICloud even though my MacBook has free space available. Now it is stuck and not downloading my files. I had even turned off optimize Mac storage. Duplicating folder is also not working. It gets stuck on "Preparing to copy" forever.
