Here are my 2 questions:
1) If I purchase apple watch without cellular facility in Dubai, will the watch perform seamlessly in India?
2) If I purchase GPS+Cellular in Dubai, will the watch have any issues in India?
I heard that apple offers International warranty. Is that true?

without cellular there will be no problem, as watches are not region locked
With cellular there can be some carrier issues due to different LTE bands used
And also, when importing an apple watch most of the times you'll need to declare it through customs
It should work, with maybe limitations imposed by the Dubai government.
