Does apple health log location data even if the is no iWatch paired to the phone

When I view the Apple Health data and export the data files, I see no location data.

Apple Health does not show any maps of routes taken or workouts ( running and walking etc ) but in one of the files exported to Walk CSV by the App Auto Export there is a column header called Location but it is blank.

The Apple Health App is lined to a Pacer activity tracking App and the Fitness App.

How does the Health App get location data? An how do I export it to view the location data?
