I ask this community after searching all over the internet for the solution.
I bought my son an iphone 14 pro 256 GB- the "find my" app does not have the "people" tab at all.
In fact, it is not possible to locate other people and be located.

I preface that the "find my" app on the previous phone was disabled correctly

I would suggest checking that Find My is enabled on your son's iPhone (in Settings) – maybe that must be turned on before the People tab will show up in the Find My app.
Are you in a country that supports location sharing?
If you don't see the people tab this can be to local laws prohibiting this
You can also go to settings>screen time>content and privacy restrictions to see if location sharing is allowed under current restrictions

All the possible location functions are all activated.
I have the exact same iphone model (bought in Italy though, while this one is from Germany) and it has the activation screens different...
The country in which Apple manufactured it should not matter.
The country in which Apple intended to sell it might matter a lot. Isn't Korea one of the places where the feature is unavailable due to local laws?
Thank you very much! I am in Italy, a country that supports tracking, but the phone was bought refurbished and is from Germany. Could the origin of the phone possibly be an issue?

It appears that it was manufactured in South Korea (KH).

Yes it could, since Location Sharing is not supported in South Korea due to privacy concerns.
Apple customer support finally confirmed this to me as well.....
