Are you being prompted for a password? Most such statements are password protected with the password sent separately or specified by the institution - an example would be your dob or mobile number.
A new 2024 iMac would be running macOS Sonoma. As such, as with most versions of macOS, you do not need Adobe Acrobat to view PDFs. macOS's Preview can do this natively.

Acrobat Reader works just fine on a Mac running Sonoma. How are you trying to open the file? Are you double-clicking on it? Or are you launching Acrobat Reader and using the Open... menu item? I suggest you try the later if you're not already doing it that way.
Preview has issues with auto-fill + many government/county websites only support native Adobe PDF. So while I agree with you that Preview does the job better in most cases, it doesn't do away with Adobe entirely.
