Because most apps contain in-app purchases. Developers have to pay to have the apps in the store and it also costs them time and money to continue to update them. They are free to download and the developer hopes you will find the app useful and support their efforts with the in-app purchases they provide. Without a payment method there is no chance that you would be able to use one of those options. If developers never got paid for the apps that they produce, you would not have anything to download in the App Store. You will not be charged to download free apps and using an in-app purchase is optional, but you will need to have a payment method.
Before there were in-app purchases, you had to pay to download most every app and did not have the opportunity to try it out first for free.
