Belkin Lightning to Ethernet PoE Adapter Restarts Multiple Times on Connection

After an iOS update (likely after 17.4 or one of the recent point releases this year such as 17.4.1) my Belkin Lightning to Ethernet (RJ45) PoE adapter began behaving strangely on each first connection to my iPhone 14 Pro. I'd like to place a bug report for this issue.

Symptoms:

• After first connection to a PoE capable network switch (Cisco SG350-10MP):
  • The iPhone status bar shows power charging icon for a second, then disconnects, then again shows power charging icon, and disconnects again, etc...
  • This repeats 5 to 8 times, then the device "settles" into charging and the Belkin Ethernet adapter gets an IP using DHCP
  • After the device "settles" and has an IP, it will stay in this working state and both PoE charging and ethernet network connection function properly.
• The PoE network switch shows that the port connected to the Belkin Lightning to Ethernet adapter cycles between Up and Down states repeatedly while the apparent power cycling issue is manifesting
  • Logs show the following:
