At first I thought it was a page break, but noticed I can control the line up or down my document. The page breaks are black and shows with the page numbers at the bottom.

Upon further review, learned that the Blue line is a guide.
Go to the Pages Menu at top, select View, scroll down and select Guides, choose Hide Guides to get rid of the blue line.
