Generic gift cards are all issued by banks. If the bank supports Apple Pay and the gift card has a Tap-To-Pay symbol, it should be supported.

The issuing bank is noted on the back of the card. It also will have a phone number for contacting the banks support team. You can review the Apple Support article I linked below to confirm the issuing bank supports Apple Pay.

Apple Cash has a linked account at a financial provider, or a linked payment or debit card, but not gift cards:

Apple Gift Cards only end up with all of the money at Apple or associated purchases made via Apple, and that money can’t be transferred away from Apple.

Depending on the situation, anti-money laundering requirements and checks for churning can get involved here, too.
