Cannot change week start day in Calendar

I opened my iPhone calendar a couple days ago, and the weeks are starting on Wednesday. I went to settings and it said the weeks are set to start with Sunday, but it doesn't show that way in the app. I have chosen different days of the week, deleted and reinstalled the app twice, and restarted my phone several times. I am up to date on updates and everything is synced in the cloud. Nothing is fixing it. Any suggestions?
