I would like to merge parts of both phones together and right now both have different ID's. I tried to change one id to the other and it says that has already been taken. How can I add the other id on the phone but yet keep things separated that I dont want merged?

It is not wise to merge personal and work content. All content on a work phone is “owned” by the business.
If you use the same Apple ID on both, data will be merged and there is nothing you can do about that. If you don't want the data to be merged, you'll need to continue to use separate IDs.
Since you cannot merge 2 Apple ID's, family sharing may be an option depending on what data you are looking to share.
I have two phones one is work and one is personal.
