Voice dictation option is missing (iOS 16)

I just got my daughter an iPhone 14. The voice dictation icon/button is missing in the Messages app. It should appear on the lower right, but it doesn't.

When I go to Settings > General > Keyboard on her phone, there is no option to enable Dictation. On my phone, I see a section called Dictation with two toggles: Enable Dictation and Auto-Punctuation. That entire section is missing on my daughter's phone.

I am using Screentime to manage her phone, but I don't see any option for disabling Dictation that I can change.

Any ideas?
