How can I download High Sierra 10.13.0 Full version .iso from a PC to a USB for my MacBook Pro mid 2012?

I recently deleted my Macbook Pro mid 2012 which had High Sierra 10.13.2. I restored the computer with Mountain Lion 10.8.5, which is useless because the App Store will not open due to not having a secure connection. I cannot even get to this site to read about anything due to the same issue "Safari Can't establish a secure connection to the server." When I go to my PC I am not allowed to download High Sierra 10.13.0 Full version because computer needs to be an eligible machine for that operating system. This is completely locked down and now my MacBook Pro mid 2012 is bricked. I tried to find a different browser like Firefox or Chrome, but none of them will support Mountain Lion 10.8.5. Ugh Please advise a viable work around. Thank you.

Hi Niel, Thank you for the fast response. I saw this page earlier, but I am not able to download to my PC to save a copy for my MacBook Pro. When I click on http://updates-http.cdn-apple.com/2019/cert/061-39476-20191023-48f365f4-0015-4c41-9f44-39d3d2aca067/InstallOS.dmg nothing opens in chrome on my PC. I can't get to the site on my MacBook Pro because "Safari Can't establish a secure connection to the server." in Mountain Lion 10.8.5. Is there another workaround?
