How can I connect an iPhone SE (2nd generation) without a SIM card to my 2024 car?
I've tried, and it doesn't connect through bluetooth. However, the iPhone appears to be connected to the internet. This is my husband's new car. He does not use a cellphone at all, but would like be able to access maps.

The default Maps in a car require an internet connection. So either the car needs to have cellular data (many do) and a local Wi-Fi hotspot in the car, or he needs to have a cellular plan for his phone.
The other alternative is to get a navigation app for the iPhone that includes full maps, such as Tom Tom.
