Do you use the "iCloud for Messages" feature to keep messages your devices in sync? I'm guessing not, since your iPhone and iPad don't agree.
Check Keep your messages up to date with iCloud - Apple Support for more information.
What might “syncing” mean exactly?
An iPhone syncs to a computer using iTunes or Finder when plugged in to it.
An iPad syncs to a computer using iTunes or Finder when plugged in to it.
Aside from that, there is no syncing.
There is data sharing, but we have no idea about the specifics of your scenario or what you’re trying to accomplish.
What I mean is, I receive messages on all three devices. When I read a message on my iPhone, it should show “read” on my other two devices. For example, currently I have 5 unread messages on my iPad, 10 unread on my iPhone, and 23 unread on my watch!
That article does not address my question. When I read a text message on my iPhone, it should not show UNREAD on my watch and iPad. I want all three devices synced so all three devices should the same amount of unread messages!
See this from the Apple Watch User Guide. Note especially the Digital Crown reference.

That article isn’t addressing my issue! I need my three devices to all reflect the same amount of unread text messages. My iPhone says 5 unread, my watch says 11 and my iPad says 23!
I do use iCloud. I checked my iPad and the iCloud Drive was not on. I turned it on so hopefully this will correct my problem. Thank you.
