The option to add an iCloud Mail account is not available.

I created my Apple ID using my phone number, but now I’m encountering an issue setting up my iCloud.com email on my iPhone; the option to do so isn’t appearing. Additionally, when I attempted to sign in to iCloud.com mail, I received a message stating, "iCloud Mail is not available for your account." Could anyone please assist me in resolving this issue?
