How do I ensure songs stay in playlists when deleted from the library?

Deleting a song from your library deletes it from the playlist as well. It's a very frustrating issue. Since it hard to remember which song got removed from which playlist.

“Delete from Library” shouldn't delete it from Playlist.

Just like remove from Playlist removes the track from Playlist only.

Remove from Library should only remove from Library, not the Playlist as well.

Hi,

If you delete a track from your library, it will delete it from your playlist. If you have an Apple Music subscription, you can remove download and track will still be available in your iCloud music library. As such the track will be available to re-download at a later date as long as you have an active subscription.

Otherwise, the music must be in your library on your computer to add it to a playlist.
