Ok so, is there a way or is it possible to backup my old/current device in order to be able to store/save photos from that device on cloud but not restore it onto my new device? If I start to backup my new device that does not have the old backup restored onto it, will my photos from my old devices backup be gone?

Your old backup will still be in iCloud and you can backup your new device to iCloud. The backups will be kept separate for each device. However be aware that the only way you will have to access the photos will be by restoring the backup to some device (iPhone or iPad). Data in backups to iCloud is not accessible without doing a restore.
Also be aware that there is a difference between iCloud Backup and iCloud Photos. If you had iCloud Photos turned on in the old device, your photos will not be in the iCloud Backup and if you turn on iCloud Photos on the new device, they will sync with the new device.
