Overcoming error 1034 to set up custom voicemail on iphone 14

I recently purchased an iphone 14 from At&t. When I try to set up a custom voicemail, I get an error message "the operation couldn't be completed (com.apple.mobile phone error 1034)." What needs to be done to fix this?
