is the iPhone activation locked? Either unlock it with your Apple ID credentials. If it is locked to an Apple ID that is yours but where you don't know the password for, please reset the password first at iforgot.apple.com
If this is not working and the iPhone is activation locked to an old Apple ID of yours and you can provide valid proof of purchase information you can start an Activation Lock support request.
