No. Final Cut Pro for iPad, regardless of version, is not compatible with iOS9 and/or iPad2.
As I have already outlined, iPad2 - as seen in many third-party descriptions - is an unofficial model name that is rarely used by Apple in its documentation.

As Final Cut Pro is a "pro-level" App, only recently made available for iPad, a very obsolete iPad2 (yes - deliberate use of the short-form model name) released over 13 years ago is clearly incapable of running an App that itself requires iPadOS 16.6 or later.
Clarification: I did a search for “for iPad 2” and found a number of results that is mostly about iPad 2. Here are some of the search results:
I did assume Final Cut Pro for iPad 2 as compatible with iPad 2. Advertising materials like Amazon refer the accessories as “for iPad 2”. I saw these on Amazon and iParts4u.
