I am signed in to correct ID on both devices. I have followed the steps and toggled apps that show up, but only a very small handful of apps show up as an option to sync to iCloud. What do I do with all the other apps??

That depends. Some games utilize Game Center or the company's game platform to keep your account in sync. Other apps, like store apps, have you log into your account to keep data in sync. Generally, only those apps that store data in iCloud have a toggle feature to elect to use/not use iCloud.
Not sure what you mean. Any app that uses iCloud will be displayed to toggle on/off.
Out of 150+ apps only 14 show up under the iCloud settings. So all the other apps I have to have separate data on both devices? There’s no way to link them?
