Have you considered that if the scammer said that "he fully paid to use it for scamming some people like [you]", he might have been only partially truthful? I.e., the scammer was telling the truth about wanting to scam some people like you … but not about buying that iPhone from the person who originally bought it?
A scammer would be just as happy to sell you a lost or stolen phone if he or she thought they could get away with that. They'd sell you an Activation Locked phone if they realized that they had a stolen "brick" but believed that it was possible to pull the wool over your eyes. There is no honor among many of these thieves.
Scammers are scum, which is why you have to be very careful when buying a used iPhone, iPad, or Mac.
