Charged for Apple Music subscription renewal but never got the access to the service.

My Apple Music went out and I went to renew it and pay the 1099 and when I did, it took the money and it didn’t give me my Apple Music

What does it show for subscriptions on your iPhone at Settings > [name on top] > Subscriptions?
Do you see anything else viewing your purchase history?

Is it possible that the $10.99 taken out was for the previous month subscription that had not been paid? You will continue to be charged unless you cancel the subscription. At some point Apple will cancel the subscription due to lack of payment, but the previous charge will remain on your account.
