Password Protect WiFi or entire Settings App

No, only passcode to lock the entire phone.

Is the device joining a wifi network causing the issue? Is so, a profile that allows only joining wifi networks installed by a configuration profile could prevent it connecting to a network. Note that the device must be supervised for this profile to function.
