Many times throughout the day I get this little pop-up notice and I have no idea how to prevent it from happening. Any thoughts on how I can disable this? Thanks!

Disable WiFi calling on your iPhone - your carrier most likely doesn’t support it.
At this point I would suspect the pop-up as being illegit i.e. virus/malware. Do you have any dodgy 3rd party anti-virus/performance enhancement programs installed?
Try the following: launch the FaceTime app and go to its General settings pane. There uncheck this box:
See if that won't get rid of the warning.
That’s weird. Try restarting both iPhone & Mac? Is there another iPhone on the same account in the vicinity?

Just be aware that unchecking the box will disable all calling - FT, phone calls and malware related (assuming there’s one). I wouldn’t go the path IIWY.
It won't be a problem if he doesn't want to use his Mac to make calls.
