I lost my 28 digit recovery key

If you set a recovery key and have then lost it, and have now lost your Apple ID password, then this Apple ID is forever inaccessible.

Enabling the recovery key deliberately disables all other means of resetting the password. That’s the whole purpose of enabling the recovery key; to block all other password reset paths.

If you have the original purchase receipts available or similarly convincing proof of ownership, you can probably regain access to the associated devices with a discussion directly with Apple.

But you will be starting over with a new Apple ID.
