Sharing Apple health

On my mom’s iPhone she has been trying to share her Health with me but it just says pending on her phone. I never get any notification of her sharing. I have removed me from her sharing and redone it va email and phone number and it says sent but I get nothing and it just says pending. Her phone is updated, we have even tried to share with others to see if that will work but everyone’s just says pending and they don’t get anything. But when I share mine people get it. I have done a hard reboot but still nothing with her phone.
