What are you trying to accomplish?

If you’re trying to pair it using Bluetooth, you can’t do that. That has never been supported. It is not necessary for handoff, continuity, etc.

On your MacBook Air, search for your Personal Hotspot in the WiFi settings. You'll be prompted for your Personal Hotspot password.

I figured it out by using the iPhone wifi network. Thanks.
