Ask your wireless carrier to blacklist it. All other options require that Find My be enabled.

They also apparently have control of your Apple ID, too.

No one can reset your phone unless they know your passcode, Apple ID and Password.

Why do you think that someone has reset the phone?

Did you enable Find My on the phone.....before.....it was lost?
