As the message says, first you’ll need to end your active subscription via settings>your name>subscriptions before you can remove the payment method
Its weird that you cannot remove it due to active subscriptions as there aren’t any, but I see 2 other options why you cannot remove the card:
1: the card is declined, before you remove it you must update your payment meth
2: You cannot remove your only payment method, you’ll need to have at least one payment method on file.

Sometimes, you cannot have only your Apple ID account balance and needs to have a different payment method on file
But you can try to rearrange your payment methods:
- On the Payment & Shipping screen, tap Edit.
- Touch and hold a payment method to drag it further up or down your list of payment methods. Apple will attempt to charge your payment methods in the order that they appear.
- Tap Done.
If you already have a payment method on file, learn how to change or update your payment method.
