Screen Grab MarkUp is Not Working

When I take a screen grab on my iPhone 15 IOS17.5 the the MarkUp selection shows as active next to the Trash Can but does not work. When I tap on it nothing happens and I do not get the MarkUp selections. This has been the case in previous IOS installs as well. Is there a setting I need to change or is this a software bug?
