I have an old iMac, 2013 and dont want to disable Streamclip with an upgrade to Catalina. Will this version of Streamclip sill work if I upgrade?

No. No version of MPEG Streamclip will work in Catalina or newer.

Handbrake does not combine (merge, concatenate, insert, append) video clips. But there are lots of apps that do, including iMovie that is included with every Mac. See "Add clips to your movie in iMovie" in the iMovie User Guide

any recommendations for something similar that will work? i have handbrake but it doesn’t combined all video clips into one. Or does it?
