Restore Contacts - iCloud said it worked, but devices didn't update

I have restored my Contacts that are now visible again on the iCloud website (great!), but they have failed to restore on my iPhone and MacBook Air.

I thought of turning off and on the iCloud sync setting, but am trying to avoid having two of everything because that's what happened in the past.

I have restarted the devices, but to no avail.

Please can someone let me know of the correct fix for this?

PS - There wasn't an option when selecting a topic for iCloud Restore

I went ahead and turned off syncing and then turned it back on back on again, but it still shows the old contacts and not the restored list that's visible on the iCloud website.

When I turned off syncing, all of my contacts disappeared, and when I turned syncing back on, that's when it brought in the old files.

Is there some sort of (safe!) cache that I can empty?

All is fine now. It took about an hour for my Contacts to arrive on my MacBook Air and my iPhone, which is not very satisfactory. I always find that anything coming down from the Apple servers is painfully slow. Anyway, onwards and upwards...
