how can I lock my iPhone without having it on findmy and how can I claim my iPhone coverage?

Because they said if I don't have my iPhone on find my I can't claim my apple care which I think its rediculous even though I tried to find my phone on the findmy its not finding my phone on the devices list.

1. Ask your wireless carrier to blacklist it.

2. Since Find My isn't enabled for it, you don't have loss or theft coverage through Apple.
