My “unsynced” iCloud pictures are more than my actual pictures?

so im trying to clear up my phone storage.. but my gallery app says that there is 22,000 pictures not synced to my iCloud, but in my photos i only have around 15,000. to be fair i did recently delete A LOT of pictures

any answers are appreciateddd
