iCloud Photos disappearing from photos app

When I try to see my photos, I see only the ones that are stored on my iPhone. I have around 18 000 photos on iCloud and while I can still access them from my Mac's photos app, they are gone from my phone. iCloud Photos are turned on. How can I fix this?
