I've got about 40,000 photos on my MacBook Pro and iPhone. I have enough cloud storage. All photos sync ok except for 4 photos from about 2003. Each time it says 'Couldn’t Sync 4 Items to iCloud · View' Then I click on view and it shows the 4 photos and says unable to upload.
Latest updates all round. Been happening for a long time with the same photos. Each of them is only about 500-600kb! so they are not big!

It's not clear to me what you're doing. These pictures are on your Mac-- is that right? Are they in the Photos Library? Can you view them with Photos? Can you edit them with Photos? Can you export them to Finder folders? If you make a smart folder with "Photo" "is" "unable to upload to iCloud Photos" what happens?
If you can't edit, print, or export the picture, it probably means that the original picture is lost, or perhaps it is disconnected from the database. Could this have been a referenced file? You can use a Smart Album to test for this.
