Why can't I find the option to sync photos on my Mac to iCloud?

I tried to sync my photos from my mac to iCloud, but the option to sync doesn't appear, I check everything, and I cannot upload and sync my photos to iCloud, just appear the photos from my iPhone, but not the photos from my Mac.

Additional , the only messages that appear is "updating"

any suggestion?
