Annotated a PDF file in Apple Notes disappears

Have created a new note in the Notes application

Dragged a PDF created by exporting a single contact from Contacts application

Dragged the PDF into the new note

I can edit the note and add the red text in lower region of the PDF

The Note remain still in the Notes application and does not Disappear

How exactly are you granting access to the " annotate a PDF file in Apple Notes" from those two Third Party Applications ?
