If the iPhone is locked to an old Apple ID of yours try and reset that at iforgot.apple.com.
If that is not working and you can provide valid proof of purchase information , you can start an Activation Lock support request.
If the iPhone is locked to an apple id of someone else there is no way that you can remove the lock as activation lock is a theft deterrent system
