Can I restore an app that is no longer on the App Store?
can I restore an app without updating it as it is no longer in the app store. I am unable to restore it in the normal way as it cannot be updated

Apps that have been withdrawn from the Apple App Store cannot be reinstalled. As such, if an App is removed or offloaded from your iPad, it may be impossible to reinstall the corresponding App.
However, some Apps already purchased may remain available for download until removed by the respective App Developer. While the App may not be visible in the App Store, you may see that the App is available for download within the App Store App...
Open the App Store App - then tap the icon with your initials at upper-right of the screen; this will open your Account page.
From the menu select Apps. Any listed App that has a cloud icon is available for download to compatible devices; check both the All and Not On This iPad tab.
