A ticket provider (the Seattle Storm) asks users to load their tickets onto Wallet, but their software does not provide the Wallet icon to initiate doing so. They say that some “older” iPhones no longe support Wallet. Is this true for an iPhone X?

It sounds like their app developer is having issues. There have been 7 updates in the last month. If you read the recent reviews on the Apple App Store, a frequent comment is <Nothing workings>. You’ll want to reach out to the support team where you purchased the tickets and get further guidance on adding tickets.
An iPhone X can run iOS 16; and iOS 16 certainly supports Wallet.
And FWIW, both ApplePay and Wallet are known to work on an iPhone 6s running iOS 15.
I don’t know the answer, but I can tell you that the iPhone X, released by Apple 6½ years ago, cannot use the latest iOS version.
Indeed the latest version an iPhone X can use (iOS 16.X) supports the Wallet app as it existed at the time the operating system was current.
