How come I can use my debit card in my Apple wallet to pay at checkout from the grocery store but my Apple TV+ subscription wont accept that card for renewal ? It keeps saying that the payment method needs to be verified. How do you verify the payment method ?

Slightly different things.
Apple Pay uses payment methods added to the Wallet App.
The Apple TV subscription will use payment methods added to your Apple ID. While you can access the cards in the Wallet app for your subscriptions, it does not necessarily mean it will use them directly.
On your iPhone go to Settings ➜ Apple ID ➜ Payment & Shipping ➜ Payment Methods, and make sure your card is correctly added and verified there.
