iPhone photo albums not staying in the order I put them

I have created a group of albums that I need to reference quickly.

I moved all the albums to the top of my albums list since I need to reference them quickly.

but as I’m taking more photos, when I go to move them to an album, I see that the album has shifted to way below my other albums.

how can I stop the albums from moving around on their own???
